Pre-shipment Inspection (Scrap)

The pre-shipment inspection for Metal, Plastic, and Paper Scrap imported to India in accordance with the “Hand Book of Procedure Vol-1” and subsequent amended Public Notices / Notifications and Circulars issued by the Directorate General of Foreign Trade (DGFT) of India is compulsory.

Scrap is permitted only on the condition that it does not contain harmful toxic, radioactive, weapons, ammunition, shells, cartridges and other types of explosives, and pre-shipment inspection and certification (PSIC: Pre-shipment Inspection Certificate) is required.

Steel Scrap Type:

  • 7204 10 00 — Waste and scrap of cast iron
  • 7204 21 90 — Other
  • 7204 29 20 — Of High speed steel
  • 7204 29 90 — Other
  • 7204 30 00 — Waste and scrap of tinned iron or steel
  • 7204 41 00 — Turnings, shavings, chips, milling waste, saw dust, fillings, trimmings and stampings, whether or not in bundles
  • 7204 49 00 — Other
  • 7204 50 00 — Re-melting scrap ingots
  • 7404 00 10 — Copper scrap
  • 7404 00 22 — Brass scrap
  • 7503 00 10 — Nickel scrap
  • 7602 00 10 — Aluminum scrap
  • 7902 00 10 — Zinc scrap
  • 8002 00 10 — Tin scrap
  • 8104 20 10 — Magnesium scrap

Metal wastes and scraps listed above are subject to import / customs clearance only under the following conditions:

  • When importing goods, the importer should submit the pre-shipment inspection certificate issued by the inspection and certification body.
  • Imported goods should comply with metal waste/ scrap classification codes and specifications recognized internationally.
  • The import of scrap can only be done through the designated port in India below, without exception of special zone such as EOU and SEZ.

An unpacked, compressed or loose type of metal scrap for which the stipulated pre-shipment inspection is not performed is subject to severe criminal penalties for the breach of FTP regulations and subject to be inspected for 100% at the time of customs clearance.

Caution : The waste paper and waste plastics are also subject to inspection.

Inspection Application

The exporter must fill in the Request for Inspection (RFI) with the date and time of the inspection, and apply to CERINS with the following documents:

  • Copies of L/C and/or Proforma Invoice (or Sales Contract);
  • Packing List (Estimated packing list before inspection – After inspection, finalized packing list can be submitted to CERINS).

Field Inspection

  • Quality (refer to ISRI standard); www.isri.org;
  • Radioactive contamination check;
  • Checking explosive materials;
  • Verification of calibration certificate of weight measuring equipment/system;
  • Weighing inspection under the presence of CERINS inspectors;
  • Container loading supervision.

Issuing Certificate

Upon the completion of physical inspection and the shipment of the goods, please submit the final copies of the below listed shipment documents. CERINS issues inspection certificate after final documentation review:

  • Commercial Invoice;
  • Packing List;
  • B/L (Bill of Lading).

CEC (Charter’s Engineer Certificate)

Charted Engineer’s (CE) Certification/Inspection is a required for the exportation of used (second-hand) goods/ equipment/machineries to India. The operation test and packing inspection are carried out to check the operational condition, residual life, the evaluation of transaction price, inspection of detailed parts of the equipment, quantity and packing status of used goods. CE inspection is to be performed by an inspection agency authorized by the Government of India. In addition, this certificate issued after inspection is one of the obligatory documents to be submitted at the time of customs clearance, and customs clearance cannot be completed without CE certificate.

CERINS is a registered member of the IEI (The Institution of Engineers India) which is a government authority in India. So, CERINS is issuing its own certificate. In addition, CERINS conducts inspections tailored to the needs of customers in all parts of the world based on its branches and agent networks, including headquarter in Korea.

Inspection Application

The exporter must fill in the Request for Inspection (RFI) with the date and time of the Inspection and apply to CERINS with the following documents:

  • Copies of L/C and/or Proforma Invoice (or Sales Contract);
  • Packing List (Estimated packing list before inspection – After inspection, finalized packing list can be submitted to CERINS);
  • Operation history document of goods/equipment/machinery (contents of repair, changing of equipment or its part, and costs for maintenance);
  • Document evidences to prove sales price (commercial invoice/contract value);
  • Declaration letter for remaining operating/service life.

Field Inspection

  • Operation test;
  • Quality review of goods;
  • Check quantity and spare parts;
  • Container loading supervision.

Issuing Certificate

Upon the completion of physical inspection and the shipment of the goods, please submit the final copies of the below listed shipment documents. CERINS issues inspection certificate after final documentation review:

  • Commercial Invoice;
  • Packing List;
  • B/L (Bill of Lading);
  • Export Declaration issued by customs in the country of export;
  • Additional price information/evidence for CERINS price verification if needed.
